The programme “A local brand as a guarantee of entrepreneurship development on the Knights’ Trail in Lublin Region” was developed for the development of entrepreneurship in the subregion of the Jan III Sobieski Trail, i.e. in  6 partner communes: Gorzków, Mełgiew, Piaski, Rybczewice, Spiczyn and Wólka.

The programme initiates a long process of territorial branding whose showcase will be quality products and services delivered in the sub-region, which will take reference to the legacy of King Jan III Sobieski and his family, and thus to the heritage of the Nobles’ Republic.

The programme’s main objective:

The stimulation of the regional development through the promotion of entrepreneurship development mechanisms in the subregion based on the regional potential and resources.

The programme’s specific objectives:

1. Development of human resources in the subregion aimed at diversifying the structure of employment in the subregion under the JIIIS Trail brand.
2. Recapitalization of the subregion in key areas for the development of the tourist product which is the JIIIS Trail.
3. Maintaining quality standards of tourist and tourism-related products  that constitute a component of the tourist product which is the JIIIS Trail in the subregion.
4. Promotion of the JIIIS Trail brand.
5. Designing strategic development of the subregion based on the tourist product – the JIIIS Trail.

The applicants must fulfil jointly the following criteria:

1. Geographical criterion: the beneficiary’s registered office must be situated on the territory of the subregion, i.e. in one of the following communes: Gorzków, Mełgiew, Piaski, Rybczewice, Spiczyn or Wólka.

2. Representativeness criterion: the beneficiary must represent one of the following groups:

- private companies

- new firms / entities starting their own business activity

- NGOs including religious associations

 

5 functional teams co-operate under the programme. Each team provides specific support to the beneficiaries of the programme, which is important from the perspective of the success in applying for a grant:

1)  The Jan III Sobieski Promotion Team

2)  The Jan III Sobieski Training-Consulting Team

3)   The Jan III Sobieski Local Fund Foundation

4)   The Jan III Sobieski Certification Team

5)   The Jan III Sobieski Think-Tank Team

Consultants

Each of the partner communes (Gorzków, Mełgiew, Piaski, Rybczewice, Spiczyn, and Wólka) employs a consultant who is a primary contact person for the beneficiaries from a given commune. We strongly encourage you to contact directly a consultant in your commune, as he or she has the necessary knowledge to assist you, especially in the early stages of project development. The task of the consultant is to provide you with the knowledge needed to start your work on the original project and direct you for further support provided by the specific task teams. Ad. 1. The Jan III Sobieski Promotion Team

This will be one of the first teams you will have to deal with. The team is responsible for the promotion of the programme offer  “A local brand as a guarantee of entrepreneurship development on the Knights’ Trail in Lublin Region”:

- the internal promotional campaign – among the residents of the subregion: the team will conduct a series of informational meetings about the programme offer aimed at new companies / entities starting their own business activity, enterprises, non-governmental organizations from the area of 6 partner communes

- the external promotional campaign – among the residents of the Lubelskie Voivodship and neighbouring voivodships: the team will carry out 5 promotional campaigns under the programme

Ad. 2. The Jan III Sobieski Training-Consulting Team

Contacting the Training-Consulting Team is necessary if you plan to apply for funds under the programme. The team is responsible for performing trainings in order to provide you with knowledge concerning:

- the concept of the Jan III Sobieski Trail and the terms and conditions of obtaining a grant under the programme “A local brand as a guarantee of entrepreneurship development on the Knights’ Trail in Lublin Region” – the training is mandatory for all types of beneficiaries

- running business activity – the training is mandatory for new firms / entities starting their own business activity

- specialised topics and issues that are closely linked to the subject of your projects – we kindly ask you to report the need for organizing specialised trainings during consultations.

The team is responsible for organizing 12 study visits to Switzerland and the European Union member states, whose goal is to inform the residents of the subregion planning to obtain funding under the programme about the possibilities of the development of firms and NGOs operating on the trails of cultural heritage.

The team can also provide you with the specialised support concerning the development of business plans. The specialists’ knowledge and experience will be helpful in developing documentation constituting the business justification for your projects. This is done in form of individual consultation.

Ad. 3. The Jan III Sobieski Local Fund Foundation

The employees of the foundation are responsible for drawing up comprehensive competition documentation for the 3 planned calls for project proposals in accordance with the guidelines of the Swiss-Polish Co-operation Programme.


The evaluation of proposals will consist of a formal appraisal (with the possibility of lodging an appeal by the beneficiary) and a content-related appraisal (without the possibility of appeal).

For each subsequent call for proposals the team will appoint external experts to evaluate the content, whose task will be to assess the merits of the proposals, inter alia in the area of tourism, territorial marketing and regional products. Each proposal will be evaluated by two experts and based on the obtained point scores the arithmetic average will be calculated. The final result calculated in this way will be placed on the ranking list of the assessment for each call.


After the selection of projects for funding the foundation signs the applications for funding  with the beneficiaries and assigns a project supervisor to each of the projects, who in the course of project implementation will support the beneficiary with regard to formal and procedural issues (reporting).

Ad. 4. The Jan III Sobieski Certification Team

The Certification Team was appointed in the programme to take care of the quality of products and services offered under the aegis of the JIIIS Trail. This team can be contacted by the program beneficiaries who already offer products or services (regardless of whether they received a grant under this programme or not) and plan their development based on the JIIIS Trail brand. We encourage all entrepreneurs operating in the subregion of the JIIIS Trail in the Lubelskie Voivodship to join the certification system of the Jan III Sobieski Trail.

The certificate of the JIIIS Trail gives your products and services recognition, which through gaining the right to use the logo of the JIIIS Trail take advantage of free promotion within 5 extensive promotional campaigns under the programme “A local brand as a guarantee of entrepreneurship development on the Knights’ Trail in Lublin Region”.

Ad. 5. The Jan III Sobieski Think-Tank Team

The Think-Tank Team provides you with strategic documents, research studies and analyses which you can refer to in your projects. Documents provided by the team provide detailed information about the JIIIS Trail. Documents are added successively in the Publications section.

Within the programme “A local brand as a guarantee of entrepreneurship development on the Knights’ Trail in Lublin Region” the team provides  new development concepts for the JIIIS Trail, which with the support of external funding for which we apply will determine the further qualitative and quantitative (e.g. territorial expansion) development of the JIIIS Trail.

The types of activities that are subject to financing

1. Creating accommodation offer (agrotourist lodgings, guest houses, inns, etc.) in the subregion of the JIIIS Trail inspired by the heritage of the Sobieskis family and/or the epoch of Jan III Sobieski’s life and reign.

2. Adapting accommodation offer (agrotourist lodgings, guest houses, inns, etc.) in the subregion to the needs of the development of the JIIIS Trail so that it would take reference to the heritage of the Sobieskis family and/or the epoch of Jan III Sobieski’s life and reign.

3. Creating and adapting catering facilities (restaurants, cafes, drink bars, etc.) and catering offer (food, beverages, courses, etc.) in the subregion of the JIIIS Trail so that they would take reference to the heritage of the Sobieskis family and/or the epoch of Jan III Sobieski’s life and reign.

4. Creating tourist service offer in the subregion of the JIIIS Trail inspired by the heritage of the Sobieskis family and/or the epoch of Jan III Sobieski’s life and reign (tourist equipment rentals, bike rentals, canoeing, horseback riding, carriage rides, organizing trips in the subregion, etc.).

5. Creating tourism-related service offer (thematic villages, local museums, playgrounds, mini conference centres, souvenir shops, etc.) in the subregion of the JIIIS Trail inspired by the heritage of the Sobieskis family and/or taking reference to the epoch of Jan III Sobieski’s life and reign.

6. Creating service offer including traditional skills (workshops, training sessions, old crafts courses, training centres, etc.), in the subregion of the JIIIS Trail that take reference to the heritage of the Sobieskis family and/or to the epoch of Jan III Sobieski’s life and reign.

7. Creating service offer including tourist and cultural events (exhibitions, old crafts shows, historical re-enactments, open air painting, etc.) in the subregion of the JIIIS Trail inspired by the heritage of the Sobieskis family and/or taking reference to the epoch of Jan III Sobieski’s life and reign.

8. Supporting  processing in the subregion of the JIIIS Trail inspired by the heritage of the Sobieskis family and/or taking reference to the epoch of Jan III Sobieski’s life and reign, including inter alia the support of:

- processing and preserving meat, fruits and vegetables, dairy and flour products as well as primary agricultural products

- manufacturing glass, wood, straw, clay, stone, porcelain and metal products

- manufacturing games and toys

˗          handicraft and craft (pottery, smithery),

˗          events which enrich the trail's offer,

˗          specialised shops,

˗          thematic villages,

˗          guiding services,

˗          additional attractions, including: paintball, horse riding, carriages, canoeing, field games, cycling excursions, art workshops, open air painting, sculpture, photography, thematic excursions, etc.

Mode of financing

The expected mode of financing is revolving down payment. The amount, dates and periods of pre-financing shall be agreed separately with each beneficiary.

Duration

The planned duration of the project cannot be less than three months nor more than 12 months.

Localization of activities

Projects must be executed in any one or more communes in the subregion which includes the communes: Gorzków, Mełgiew, Piaski, Rybczewice, Spiczyn and Wólka.

Number of proposals submitted under the call

Under one call for proposals each applicant may submit only one proposal.
